Newark’s updated Affordable Housing Work Plan guides City policy and investment through 2031.
Newark City Council approved an update to the City’s Affordable Housing Work Plan on October 22, 2026.
The updated Work Plan reinforces Newark’s commitment to addressing the housing needs of all members of the community, at all income levels, and guides City policy and affordable housing investments through 2031. Plan highlights include:
Priority Populations: Young families, key workers, households at-risk of homelessness, households with disabilities and special needs, and low-income seniors.
Priority Housing Types: Medium to high-density multi-unit rental in conforming zones, and homeownership opportunities in condominiums, townhomes, and missing middle housing types.
Production and Preservation of Affordable Housing: Investing at least 80% of the City’s Affordable Housing Impact Fee Fund (the “Fund”) to build, acquire, and preserve affordable housing in Newark.
Homeless Action Plan: Investing 10% of the Fund to implement Newark’s forthcoming Homeless Action Plan to prevent and reduce homelessness.
First-Time Homebuyer Program: An additional 5% of the Fund, on top of the $4 million already committed by the City to help first-time homebuyers in Newark.
Tenant Protections and Policy Development: Continuation and expansion of resources and policies to address housing need and meeting City housing targets.
